As a bit of a follow up to my last post, I offer the linked piece. It touches on some of what my last contained, such as mandated covering of procedures that shouldn't be covered in the first place, interstate purchasing of health insurance, etc. In short, much of what many others have suggested with a few extras. What's more, suggestions such as these would likely not need 1000 pages to explain.
It all comes down to the same basic point: government is the last place we should look to for help in these areas.
Another aspect mentioned in the article is whether health care is truly a right for which government has a duty to provide. It isn't.
