Obviously this UN document is worded in an ambiguous manner which made Bush pause. He obviously wasn't letting ideology guide his decision by merely deciding to review the doc in greater depth. Barry, on the other hand, being superficial as most libs, signed on right away knowing how much honor and glory is given such people by other leftists in the world.
Perhaps if it was more direct, that is, to say that the signers are totally against persecution based on sexual orientation, Bush would definitely have signed it. It must leave open a path to international legitimization of the practice, which accounts for Bush, the Vatican and the Arab non-signers non-signing.
Your First Amendment right to free speech is a privilege and comes with a measure of responsibility. You have the right to exercise that responsibility here but we reserve the right to inform you when you've used that right irresponsibly.
