He is instead making a broader libertarian assertion that no portion of the executive branch should make any regulations or budgetary decision or rules. He is saying that is strictly the purview of Congress. <BR/><BR/>If we were still the 13 colonies with no technological progress since 1787 then that would certainly be feasible. But such is not reality. Those subsequent actions are reviewable and rescinable by the legislative branch.
